How do I make my Amazon RDS PostgreSQL database visible so I can connect from home?

I want a PostgreSQL database I can play with just for learning.

I created an Amazon RDS PostgreSQL database, it is now in an "available" state.

I installed DBeaver locally and I'm trying to connect to the database, pretty sure I have all the connection properties correct, but it won't connect.

QUESTION: What do I have to do at Amazon RDS to make the database publicly visible so I can connect from home? Is there some kind of "Security Group" or something I have to configure?

UPDATE:

I did the following ... Modify the database instance. Scroll down to "Connectivity". Expand "Additional connectivity", select "Publicly accessible".

Save the changes, wait for status to cycle from "Modifying" to "Available".

Still can't connect. Am I missing something?
